«Getränke zu verzehren oder anderen zum Verzehr zu überlassen. (3) Das Lagern oder dauerhafte Verweilen von Personen im Geltungsbereich dieser Verordnung, in einer für Dritte beeinträchtigenden Art, zum Zwecke des Konsums von Betäubungsmitteln im Sinne des Betäubungsmittelgesetzes, ist verboten. (4) Das Wohnen, sei es auch nur vorübergehend, in Zelten, Kraftfahrzeugen, Wohnwagen oder ähnlichen transportablen Unterkünften, ist im Gebiet der Gemeinde Elbtal außerhalb von dafür ausgewiesenen Plätzen verboten. Eine einzelne Übernachtung als notwendige Ruhepause zum Zwecke der Erhaltung oder der Wiederherstellung der Verkehrstauglichkeit wird von dem Verbot nicht berührt.»
