Sleeping in a motorhome in Netherlands
The three legal facts are distinct: parking, sleeping inside and camping. The mistake that costs money is assuming that the second follows from the first.

IT DEPENDS — The recreational vehicle may remain on the road for 3 consecutive days. These are NOT 3 nights: parking yes, sleeping no.

- there is NO national rule: each of the ~342 municipalities decides in its APV
- the VNG model (art. 5:6) prohibits more than THREE CONSECUTIVE DAYS, but ONLY on the roads the municipality has expressly designated
- many municipalities invert the wording of the model: no extrapolation from one to another is possible
- nachtverblijf is a fact SEPARATE from parking: the vehicle may be legally parked and the fine may still come for sleeping

IT DEPENDS — Campervans, kampeerauto's, caravans and kampeerwagens: MAXIMUM 3 CONSECUTIVE CALENDAR DAYS on the public road (art. 5:8 lid 3, and art. 5:6 lid 1 sub a for vehicles used for recreational purposes). Once those 3 days have passed, the general prohibition on parking vehicles more than 6 m long or more than 2.4 m high within the built-up area is triggered. The college may grant an ontheffing for a maximum of two weeks per year (art. 5:6 lid 2).
- A DIMENSION criterion, not weight: more than 6 metres long OR more than 2.4 metres high, load included -- a 6.5 m motorhome is already caught even if it weighs 3,000 kg. Only within the bebouwde kom. BEWARE OF THE MODEL: the VNG model-APV drafts lid 1 as a prohibition only in the places designated by the college as detrimental to the appearance of the municipality; many municipalities (such as Hoeksche Waard, text verified) INVERT IT into a general prohibition throughout the built-up area with a closed list of permitted places. The APV of the specific municipality and its Aanwijzingsbesluit must be read, not the model. Second trap, and the one that actually gets fined: art. 5:6a 'Overnachten in voertuigen' prohibits using the road or a vehicle in a public place as sleeping accommodation except in designated places -- the vehicle may be legally parked and the fine arrives for SLEEPING inside. The old Wet op de openluchtrecreatie (WOR) has been repealed since 01-01-2008, which is why everything is now decided at municipal level.

«Artikel 5:8 Grote voertuigen. 1. Het is verboden een voertuig dat, met inbegrip van de lading, een lengte heeft van meer dan 6 meter of een hoogte van meer dan 2,4 meter te parkeren op de openbare weg binnen de bebouwde kom, met uitzondering van door het college aangewezen plaatsen waar dit naar zijn oordeel niet schadelijk is voor het uiterlijk aanzien van de gemeente. [...] 3. Het eerste en tweede lid zijn voorts niet van toepassing op campers, kampeerauto's, caravans en kampeerwagens, voor zover deze voertuigen niet langer dan drie achtereenvolgende dagen op de weg worden geplaatst of gehouden. || Artikel 5:6a Overnachten in voertuigen. 1. Het is verboden, behoudens op door het college aangewezen plaatsen, de weg als slaapplaats te gebruiken of op een openbare plaats een voertuig als slaapplaats te gebruiken, daarin te overnachten of daartoe gelegenheid te bieden.»
