«von Tieren sowie das organisierte Betteln sind verboten. (2) Das Lagern oder dauerhafte Verweilen von Personen im Geltungsbereich dieser Verordnung, in einer für Dritte beeinträchtigenden Art, zum Zwecke des Konsums von Betäubungsmitteln im Sinne des Betäubungsmittelgesetzes, ist verboten. (3) Das Wohnen, sei es auch nur vorübergehend, in Zelten, Kraftfahrzeugen, Wohnwagen oder ähnlichen transportablen Unterkünften, ist im Gebiet der Gemeinde Elz außerhalb von dafür ausgewiesenen Plätzen verboten. Eine einzelne Übernachtung als notwendige Ruhepause zum Zwecke der Erhaltung oder der Wiederherstellung der Verkehrstauglichkeit wird von dem Verbot nicht berührt. Von dem Verbot können Ausnahmen zugelassen werden, die Ausnahmegenehmigungen können mit Bedingungen und Auflagen versehen werden.»
