The verdict comes from the national rule: the local by-law of San Nicandro Garganico has not been read yet, and in Italy the municipal council may make it stricter. That is why the border is dashed.
NOT ON RECORD

The municipality
San Nicandro Garganico is a large municipality measuring 18 by 22 kilometres. With 13.590 inhabitants it is of medium density (79 per square kilometre). It has a coastline, and that matters: the strip of maritime-terrestrial public domain is governed by its own rule, different from that of the rest of the municipality. Within its boundaries there are 4 protected areas, including Duna e Lago di Lesina - Foce del Fortore. There, the rules on permitted uses are set by each area's own plan. It borders 9 municipalities, and the answer may change on crossing any of those lines.

- BY EXPRESS PROVISION OF LAW, sosta is NOT campeggio (art. 185 c. 2 CdS)
- CHOCKS constitute campeggio (art. 185 c. 2.a)

Where the line lies between parking, sleeping and camping
camping · Italy
Camping is forbidden outside a campsite or designated zone. What changes from one country to another is which gesture crosses the line:
Decreto legislativo 30 aprile 1992, n. 285 (Nuovo codice della strada) art. 185, commi 1 e 2 · verified on 2026-09-05
On the beach the answer is no even if the municipality is permissive: the prohibition is national and needs no sign.
