- La unica mencion estatal al uso de una caravana como vivienda esta en la clausula de exenciones del reglamento de colocacion temporal de caravanas: la caravana colocada en la localidad de residencia habitual de su propietario, en un lugar razonablemente proximo a esa residencia, queda fuera del reglamento solo mientras no se use para acampar ni como vivienda.
- De ahi que entre el 1 de junio y el 30 de septiembre lo que la norma estatal somete a permiso del consejo local o a aviso previo al Departamento sea la colocacion de la caravana durante mas de cuatro horas, y no el hecho de dormir dentro de ella.

Camping is forbidden outside a campsite or designated zone. What changes from one country to another is which gesture crosses the line:
- La legislacion estatal maltesa no tiene ley de camping ni prohibicion general de acampar: la unica mencion estatal al acampar aparece en el reglamento de colocacion temporal de caravanas.
- Ese reglamento define area de acampada temporal como cualquier area especificada en una bye-law dictada por un consejo local con el acuerdo previo del ministro y tras obtener los permisos exigidos por cualquier ley, en la que las caravanas pueden colocarse por un periodo no superior a siete dias entre el 1 de junio y el 30 de septiembre.
- Al tratarse de una remision a la bye-law de cada consejo local, la existencia misma de un area de acampada temporal, su ubicacion y sus condiciones dependen de cada uno de los sesenta y ocho municipios.
- El consejo local puede imponer en el permiso condiciones sobre higiene y limpieza, ausencia de obstruccion, comportamiento adecuado y cocina al aire libre, y condiciones distintas segun el tipo de caravana.
- Quien coloca la caravana debe respetar el entorno natural del lugar, mantener limpio el espacio ocupado y su entorno inmediato, dejarlo limpio al marcharse y llevar bolsas de basura como parte de su equipo diario.
- El reglamento deja fuera de su exencion de residencia la caravana que se usa para acampar o como vivienda.
- Fuera de las areas de acampada temporal, es responsabilidad exclusiva de quien coloca la caravana comprobar que ese uso cumple el resto de leyes y reglamentos aplicables al terreno.

«"temporary camping area" means any area specified in a bye-law issued with the prior concurrence of the Minister by a Local Council after obtaining permits required in accordance with any law, where caravans can be placed for a period not exceeding seven (7) days between 1st June and 30th September.»
