Het verbod geldt niet, gedurende de periode 01 juni tot en met 31 augustus voor het plaatsen van kampeermiddelen met toestemming van de rechthebbende, met inachtneming van de door het college te stellen nadere regels inzake recreatief nachtverblijf buiten een kampeerterrein. 4. Het college kan ontheffing verlenen van het verbod als bedoeld in het eerste lid. 5. Onverminderd het bepaalde in artikel 1:8. kan de ontheffing worden geweigerd in het belang van: de bescherming van natuur en landschap; of de bescherming van een stadsgezicht.»
