Sleeping in a motorhome in Andorra

The three legal facts are distinct: parking, sleeping inside and camping. The mistake that costs money is assuming that the second follows from the first.

YES, WITH LIMITS — 15 DAYS: no vehicle may remain parked continuously in the same place on the public highway for a period exceeding fifteen days (Llei 12/2021, art. 30.2). Once that period is exceeded, officers may remove the vehicle and take it to the pound (art. 131.1.i). In the 'arees d'acollida d'autocaravanes' set up by the comuns, the maximum stay is set by the regulations and may NOT exceed 24 hours, with no right to sleep overnight or camp (Llei 16/2017, art. 19, as worded by Llei 5/2025).
  • (1) Parking on the public highway must be done in the places provided for that purpose: free, blue, green or other parking zones, regulated by the comuns (art. 30.2). (2) A vehicle with a maximum authorised mass above 3,500 kg, a bus or a combination of vehicles: if it stops or parks on a place with a noticeable gradient, it must be properly chocked with a wedge or similar device, without using stones, or with a steering wheel resting against the kerb (art. 33.2.d). (3) There is NO national limit based on length: dimension-based restrictions in built-up areas are set by the ordinacions comunals. (4) If the vehicle's width exceeds 2.10 m or its length is 6 m or more, it must have its clearance lights switched on; every vehicle parked at night on an insufficiently lit road or outside a car park must show position or parking lights. (5) CRITICAL TRAP: being legally parked does NOT authorise sleeping inside. Since Llei 5/2025 (art. 44, which gives a new wording to art. 16 of Llei 16/2017), 'pernoctacio' is defined precisely as the ESTACIONAMENT of the vehicle with occupants during night-time hours, and it is prohibited outside campsites, zones d'acampada, arees d'estada and arees d'acollida d'autocaravanes; it is considered 'acampada' to rest the vehicle on the ground on anything other than its wheels, to deploy any element outside the perimeter (chairs, tables) or to emit noise or discharge substances onto the road. The regime is cumulative with the Codi de la circulacio and the ordinacions comunals. (6) Non-residents: they must deposit the amount of the fine on the spot or provide a bank guarantee; otherwise the officer immobilises the vehicle.
